Sooner or later, Firaxis will at least put as much "band-aids"/toggles as possible so that the game can resemble a "classic mode" to appeal to the (vast majority) of players who are still playing VI.
For a company, the line must always go up for the shareholders, and for VII, the line is only going DOWN.
