Localizing Sakura Wars would've genuinely helped. It might not have moved the needle that much, but at the very least it would've made the Saturn more fondly remembered in the west than just being the machine that has one game nobody can buy because its cost over a 1000 fucking dollars, and also no Sonic

The issue wasn't it having no JRPGs strictly speaking, the issue was it didn't have fucking ANYTHING. I'd call it Sega's Wii U if the Dreamcast didn't exist and nearly kill them.
