People usually do it to 90, regardless the other crafting / gathering systems in place is what bridges the 90-100 portions, traditional levees, the role quest stuff, grinding if you're a madman, meme beast tribes, the ShB/EW/DT role quests.
The problem was omnicrafting past the dead zones, which was 15-70 in ShB since people wouldn't gather mats for the MB to sell, it's why they added the merchants that sell completed bits and bobs for HW and SB crafts / job quest crafts along with Ishgard Restoration introduction as a catch all for literally every craft / gathering 15-80 under 1 roof with universal crafting materials.
Same reason why Ocean Fishing was put in, it's a fancy way of leveling your fishing with some potential rewards and to make it less monotonous in the lower levels so you can get it into the "useful" higher levels.
The point of the content was to help people level with some small extras on the side, Cosmic Exploration is what happens when the point isn't really leveling up your craft / gathering but to do it as an "endgame" activity, hence why it immediately emptied out.
There is unironically more people doing Diadem stuff right now than CE by a decent margin and it's rather silly.
