Gene Roddenberry was a libertine and it's canon that people use holodecks/holosuites to get off because the sexual mores of the Federation are very loose. Every time Riker got cockblocked he went to the holodeck and the holosuites at Quark's had programs called Vulcan Love Slave and Pleasure Goddess of Rixx. Nobody would care if you turned into a woman while you were in there, either. Barclay was only negatively judged because he was spending all of his free time in the holodeck and the programs used the likenesses of his fellow crew.
That said, I probably wouldn't go near a holodeck for any purpose other than official business. Those fucking things keep going haywire, especially during entertainment programs.
