She's saying it to Amalthus. And it's not an "offhand comment", it's literally followed up directly by Azurda, and by Rex. The point is that he can't control her, because she's not his Blade, she's Rex's Blade.

And it's a wonderful scene, because that's not something Mythra from earlier in the game would have ever been able to say. She also says it later, directly to him.
