Top White House adviser Stephen Miller lobbied Senate Republicans Thursday to support approving an influx of cash for immigration enforcement in President Donald Trump’s “big, beautiful bill,” seeking to rally the conference amid some internal divisions about the level of funding for border security.

Sens. Lindsey Graham, chair of the Senate Budget Committee, and Rand Paul, who leads the Senate Homeland Security and Governmental Affairs panel, are expected to release competing proposals for how much money to spend on border security activities and infrastructure. Paul, whose committee has official jurisdiction over this portion of the GOP tax and spending package, has suggested he supports paring back the tens of billions of dollars that would be made available through the House-passed version of the megabill.

Sen. Ron Johnson, a key holdout on the larger legislation, said there was previously “frustration” among some members about the lack of clarity around the administration’s justification for requesting a certain dollar amount be met for border security efforts, adding that senators were looking for “some basic numbers because they weren’t quite adding up.”

Senate Homeland was instructed in the budget resolution paving the way for the megabill to spend as much as $175 billion, the vast majority of which would be for border security.

After Miller’s presentation, Johnson said he believed the administration’s border security funding pitch was sound, even if it was hard to predict what it would ultimately cost: “I don’t think we’re gonna move the number up, but we’re not going to shortchange it ... This is a mess we have to clean up.”
