it's obviously meant to be an allegory for sex, just like the sound of Sans and Toriel "telling jokes" in the other room getting faster and faster until it reaches a climax is supposed to be Sans dicking down our mom. What actually happened is Toby wanted to imply we raped Noelle but then he chickened out after the game released and tried to walk it back, maybe he got scared that people were responding badly to it or something, but it's clearly his intention.
