Frontier had god tier Digimon, probably better than Tamers and 02, but it fell off due to lack of partner involvement since it was just the kids going around the Digimon World.

Still, I think Frontier was pretty alright all things considered, but no Digimon partner was a bit bad, especially since it'd make things just so stale/boring with just the kids dealing with stuff.
