Honestly, it's probably for the best.
The storyline was already fully played out. Kojimbo would have made it something... crazy. Death Stranding looking normal in comparison.
And if Kojima do not possess the license, it means he can have Yoji Shinkawa working on something else.

Maybe even use his Ludens exo-armor.
