Since they're not used for survival, straight out of the womb, they (like the Zabrak horns) don't have to be hard and ready to go at birth. Thus, they wouldn't need a fleshy coating to make it easy on the mother's body, they could just be soft.

However, either one would work as a way to keep them from damaging the mother; it's just that, from an evolution standpoint, the fleshy coating makes less sense for a creature (a slow to mature humanoid) that can't defend itself or lacks the awareness to make much use of traits like echolocation at birth anyway.
