Maybe they're like horses?
Foals have these gross, fleshy, finger-like projections on their hooves, when they're born. They tend to be called "Foal Slippers," "Golden Slippers," or "Fairy Fingers," and are there to protect the mare during the birth.
They're made out of the same stuff as the hooves, but are soft and rubbery, and fall off within a day or two.
A lot of other hoofed animals have similar structures.
However, this is because hoofed animals, in the wild, need their hooves to be able to run from danger, shortly after birth. So, the hooves have to be fully-formed in the womb, but the mare's reproductive tract needs to be protected... thus, Foal Slippers.
A baby Zabrak (or Togruta) wouldn't be able to defend itself with big horns, much less such small, vestigial ones, so it could be that these parts are soft when they are born, and harden after they are removed from the amniotic fluid and exposed to the air.
