Business magnates are literally the only people in the world who are culturally liberal/fiscally conservative, which describes the average libertarian.

No, they are simply ruthless opportunists who support whatever is good for them and their business and bad for their competitors. Whether that involves decreasing or increasing regulation is irrelevant. Personal political beliefs rarely factor in when you get up to that high level of political and economic power.
