I'd put Paradox in his earlier career not as a Breaker but more of a Stranger/Striker with some dashes of Brute and Master.

Outwardly his abilities look pretty simple, and since he hadn't really expressed the full extent of what he could do a higher threat wasn't established. Even though he always talked about moving through time, it was taken with a grain of salt with his addled mental state. From an outside perspective, he never went anywhere and just summons a clone to help him, due to how changing timelines to give him an advantage means the ones he leaves don't exist anymore for one continuous successful line of events. He also wasn't acting as much of a main player himself and preferred to be an instigator, only after repeatedly causing larger and larger events with the resulting chaos necessitating further investigation did it become clear what his full capabilities were, especially since at this point he'd no longer see a reason to sit backstage and not become as he puts it, a "main actor". His proper ratings would be
>[Breaker 9] Able to pull an alternate self through time, alongside with reducing any injuries or power effects to nothing by delaying it to another point in time. Also capable of delaying his own actions on the environment or others up to a month. Both the original and alternate are capable of the same abilities, needing both to be contained at the same time.
