Most provinces in the world are simply land, inhabited by people. The player nations aren't special: they're simply also one random region inhabited by a random folk. Their population happens to be approached by something claiming to be the next biggest thing and they all go apeshit. Sometimes it's something fancy that could justify a degree of that madness, but other times it's literally an old frail man claiming he's got the best ideas, the biggest plans.
The playable nations are fanatics who've gone off the deep end. They're the opposite of smart, rational, thinking people. Notice how every unit and commander has a shitload of stats, but no one has an Intelligence stat.
Of course they're going to make the most retarded decisions.
