Mahou shoujo primarily focuses on a cast of girls, so you'd have to juggle both that and the LI routes in the same game. In that sense mahou shoujo as a vn genre tends to end up as waifushit/porn because it's easier to have 1 guy romance a bunch of magical girls vs having one magical girl interact with several other magical girls in addition to several guys. Even the only mahou shoujo otome I can think of relies on the guys turning into girls, which allows them to address the cast issue I mentioned.
Alternatively it's because mahou shoujo is either for young girls or for men who fap to the girls
