Against *Russia* Germany did have a defensive mobilization, Russia just performed so poorly in 1914 it didn't even matter that Russia invaded Germany first, as the Russians had one army annihilated and the other retreated
Against France? There was never the possibility of a purely defensive German mobilization, they had to act offensively and quickly and decisively because they knew if they failed to quickly knock out France the war was lost, and they were correct in that assumption.
