I'm not sure this is the best choice of image to prove the point, half of these are against random villains who vary in-universe and have no frame of reference other than "fought Thor" (ie Crusader, who's strength varies with confidence), a lot of these are him ending the fight when he stops holding back (ie he goes even with Bi-Beast, realizes he's a robot, and then one-shots him), and others are him saying he does hold back and is now making an exception.
I do think Thor holding back is overstated a lot of the time, it's just a fairly common comic trope. You don't really need it to prove your point.
