I think about this exact thing way too much.
I'd love to be more affectionate with more and more people with no expectation to develop anything romantically, it comes down to not wanting to hurt others, it has nothing to do with who I really am and everything to do with my perception of others.
I have that exact kind of relationship I quoted with one single person and it's one of the best things that's ever happened to me. We knew each other for years but it immediately got five times stronger once we became okay with being super affectionate, flirty and physical.
Physical touch and intimacy is not just important for our well-being. It's required.

The boat ride very heavily implied Ralsei had self-image issues that were expanded upon in chapter 4. He also spent a good part of that scene pondering what it even meant to be a friend.
The character development was always there in chapter 2.
