You can make an argument that many ARPGs are basically single player Fighting Game RPGs. The battles take place in closed arenas/stages, there are directional inputs, special moves, combos, spacing and zoning, several characters and styles to choose from, etc.
"Balance" is not a requirement of the FG genre, just a demand of a certain vocal crowd within it.
But maybe you wanted to be more specific and talk about RPGs with Street Fighter 2 style combat?
