Stan was great at animatronics no doubt but I doubt he had the understanding of stylistic character design that was required for the turtles. The Henson workshop's pure passion for goofy goobers was absolutely necessary to bring the Turtles to life. That spark for the oddball is palpable in the suits and it's why they're so believable and loveable despite being blemished animatronic suits from the late eighties. It's like how early Kermit is visibly just felt and small plastic balls, but you still BELIEVE in him because Ole' Jim himself fully believed that this array of fabrics is a living, breathing little feller.
