The weirdest part for me IS the consul bullshit because they were the most unique thing about 30k. Extremely specialized commanders which represent the time of the Great Crusade and the difference of the Legions over the chapters. If they don't care about the fluff this is still an edition where you need a bunch of commanders why would you be so limiting to them? Now everyone has to stomp around with just regular-ass captains.
