It's not going to happen, the anime was 10 or 11 years ago, we'll keep getting Neptunia games for who knows how long, but a new anime? Definitely not.

I find interesting that there is a little of variety in Nepgear art where she's in her underwear, not just her striped panties, but also wearing a bra. I can't imagine Nepgear wearing one or two sets here but whatever, a funny aspect is that one of these images is clearly official art.
