I'm going off the rumors about Bugmaster and the story told about him:

>What he is, eh? Well, me, I heard he's a bug romancer. Yeah, the guy's obsessed with insects. Story goes that he was in an accident as a kid, left for dead, but he got revived and nursed back to life by bugs. Since that day he's had this mental connection with them, they revere him as their king. Crazy stuff you'd only believe if you'd seen the destruction he's capable of with your own eyes.

>Some say he's the chosen one, chosen to cleanse the world of festering vermin... of humans...

>How about the one where he's a reincarnated bug god, reborn in this land to bring a new era of bugs, to take over the world. Oh that's gotta be my favourite one...

Now look at the way the Southern Hive speak.
>Greeee! Fleshy ones!
>Death to the fleshy ones!
>Meat, meat, meat!
>Take it to King! King will love us!

On and on. My hunch is that the Cannibals are a precursor to the later experiments which led to the creation of the Hives. The South is what you might call the "intended" form of the Hive with all its intended elements running. That is to say the Bugmaster is to the spiders what King is to the South, i.e., the Bugmaster is an experimental form of King, probably gone wrong. As to the West they may be a form of the Hive without that "King" element, so they lack the centralizing driver for what fuels their militaristic behaviors. So, the West is a kind of incomplete or "economic" form of the Hive which operates in a different mode than the South. It wheels and deals because it...has to? Either way, curious connections between the demihuman races.
