What does "40% of Yuzuha's initial ATK" mean? None of the other Atk based effects say "initial ATK"

I think he was implying that Pulchra isn't worth leveling, but even comparing the two I'm pretty sure Lucy actually does more damage...? Not 100% sure, last time I did any calcs on Lucee was several months ago, but Pulchra's damage is abysmal.
Though in this game it's honestly worth it to get anyone you use to 60. Gathering the resources is pretty fast, and getting half-decent discs is easier than in other hoyo games, so you quickly reach the point where getting any upgrade is a small miracle, so it becomes more efficient to work on other things like leveling up supports or less important skills.
