He's stopped doing public appearances, stopped showing his face, stopped doing public speeches in English, opting to do them in Japanese instead. He does articles in Japanese for Famitsu, that one INDIE Live Expo where he chose to speak Japanese at a Multilanguage event (where the infamous "Tohou Project" line is said)

Can't forget those livestreams where he uses English Text-to-speech behind the face of that damn dog. And we have this here, the way he Tweets is exactly like a Japanese Dev translating their Tweets to English.
Remember that dude who spent thousands of dollars trying to look Asian? I think if in 10 years from now and Deltarune is complete, that if Toby finally makes another public appearance, it will be revealed that he used the Deltarune money to have the same type of plastic surgery done. To him, being simply inspired by Shigesato Itoi wasn't enough, he wants to become him.
