I'd generally pay more for better cooling if you're not planning on water cooling or if it's cheaper than doing so, also keep in mind the price difference is just not about the cooler, read reviews and specs, some cards are more expensive because not only do they have better coolers, they have better designs, pcbs, better components and voltage/current management, or come stock with higher speeds.
With that in mind, you have to read/watch comparisons, more fans does not necessarily mean better cooling.
