I think the problem is the jihad larp is bad government from a humanitarian/humanist perspective in terms of improving the overall polity you rule. But to some extent its potentially "good" in terms of pragmatically rewarding key supporters who enable your rule. For Hamas, that was probably a bunch of specific gaza families/clans providing them with the core of their reliable enforcers/officers...who had a lot of relatives in Israeli prison on terror charges. So Hamas has a powerful incentive to engage in hostage taking to facilitate prisoner exchanges to maintain their legitimacy. The problem is that there's a limit to how large you can scale up a hostage racket before it stops working on account of pissing everybody off. Especially when you carry it out as a mass murder blood vendetta than anything particularly "professional".
What's likely frustrating for Iran and the (surviving) Axis of Resistance is that there's a lot more strategically useful shit Hamas could have tried to do on oct 7th. Like bypassing civillian settlements and music festivals to make a beeline suicide rush towards important shit Israeli airbases and Iron Dome batteries. But ultimately for Hamas getting the idiot grand kids of "Abdullah from department of throwing homosexuals off roof tops" out of Israeli prison was the main priority.
