There's a few episodes where Picard collects historical artifacts, it mostly comes down to being allowed to do it yourself, or being friends with someone who is. Historical preservation like that is not an entitlement and most items do belong in museums. For the most part it would amount to connections or just bartering if you see something you like. I imagine while you might not be able to acquire the authentic item, you could replicate a facsimile for decoration. Museums sell replicas of their art all the time, it's just understood that you're buying a replica for decoration and not the real piece.
