If you really stare at the HTML comment you can kind of tell that half of it is reiterating stuff that's obvious from a cursory reading of the greeting, and the other half is some brief elaboration on the scene.
I'd guess bloodshy just put the dog breeds in there as a reminder to put them in the actual writing later but forgot to actually do it. Either way, HTML comments are born from frustration.
