Okay but what if games literally did this? Why wouldn't games guarantee a success for every X amount of rolls?

For example, instead of rolling 25% every attempt, you take 1 guaranteed success and you randomly place it in every 4 attempts. So if your 1st attempt happened to be a success, you still have to cycle through the remaining 3 failures before you can get another success later. After that the successful attempt is randomly placed once again and you have to cycle through the attempts once again.

I think this would unironically be preferable for random rewards such as item drops, since these happen in the background irrespective of the player's choices. Being guaranteed a reward after a certain amount of attempts feels nice.
