At their very fundamental level, fighting games are too driven by the idea that one wins, and one loses, and therefore casuals will never actually pick it up in droves - unless there's more to it than just online lobby/matchmaking fightan. This is why Street Fighter 6 is doing so well, the World Tour mode got a LOT of people into the fold, and I say this as someone that found it rather flat and disappointing. And as a casual myself.
If you had a whole ass JRPG adventure or some such that happens to become a fighting game without party systems compared to the Tales series, you'd actually have a better chance of that selling on its own terms than if it was just a straight up fighting game that has a story mode tethered to the hip.
