One of the few times Balthier allows himself to be sincere, Fran mocks him for it because she knows that's not the way he normally behaves. Why didn't he tell the party his relationship to Cid? Because it's not in his personality to do that. The same way it's not in Ashe's personality to make peace with Vayne even though it would ostensibly put her back on Dalmasca's throne.
