Imagine any other game where a key role that thousands of people are expected to play is only fun/engaging in 2% of the available content. And even there the degree of "fun" to be had is questionable because even at the upper levels where it's said to be enjoyable, that role is still the PF bottleneck because finding anyone to do it is like pulling teeth.
