It shouldn't, unless you have a disability or some sort. Sounds to me like you may have high blood pressure, which could also be localised to you head due to tight neck muscles. Another likely cause is a nerve issue, like pinching due to bad posture or disk bulging. I've had both of these issues and once resolved I have no doing even a 1 rep max on squats.
