The thing is though, this isn't a fantastical claim. We have historical records of societal regression. After western Rome collapsed they didn't have a widespread water system like the Roman aquaducts until the late 16th century. That means you have a thousand years of regression at least insofar as water distribution. The antikythera mechanism, produced in the first or second century B.C. is regarded as the first analog mechanical computer. The second analog mechanical computer didn't come until the 19th century with Charles Babbage's difference machine.
Periods of societal regression are so common place in the historical record that they really shouldn't even be considered spectacular or outlandish.
