Sneak guns+explosives. Set up proximity mines before alerting enemies and luring them into the kill zone. Reverse pick-pocketing any non-trap explosives I happened to pick up onto unsuspecting enemies. Silenced rifles for outdoor sniping, silenced handguns for in-door operating.
Any leftover perk choices put into VATs accuracy bonuses purely to hit special weakpoints like Cazador antenna. I dislike using VATs otherwise.
