because they're lazy fucks AND they think that using old tech is somehow shameful. There is a pre-baked method for EVERYTHING you would want (except real-time lighting). There is 0 incentive for games to rely on raytracing and dynamic lighting other than shitty devs (and directors) and shitty management that rush the games. It doesn't help that faggot companies like Unreal push their proprietary tech like lumine and nanite so devs just slap all post processing effects and unreal bundled technologies and call it a day.
Just look at Battlefield 1 or Need for Speed 2015, the games look better than most AAA shit that comes out today. It's fucking embarrassing.
