GW doesn't do "just a conversion" anymore, especially of an illegal loadout. Everything they photograph is an official legal unit in photos for various reasons. The Praetor can't get a shredder and regular satties can't get the hammer, banner, or axe. It could be two satty centurions; a herald and just a guy but I find that unlikely that they would photo op them together like that.
