Minors who abuse people. Their brains are not fully developed. If they do it online they might drive around to abuse people in real life. Because they might run over people or cause enough frustration to get people to smash their car (usually owned by their parents.

I really wish it would be enforced as driving related and not so much on their internet activities unless it is death or rape threats. This might be a gigantic legal loophole where they are driving around bullying people and get to keep their license. But if they do it on the internet they lose their license even if they always drive responsibly, never honk obnoxiously, or go near their bullying victims while driving.
