It is because the main differences between Caucasians and Asians aren't apparent in deformed styles (as the main differences that distinct the two is skeletal and pretty nuanced). Other than that, hair and eye variety is nullified by fantasy colors. The skin difference from Asians having a slightly thicker fat layer that tints their skin is also harder to depict. Maybe you could say that Asian characters shouldn't have lines above their eyes. But most East Asians actually have a variety of Monolid that looks a lot like Caucasian eyes, especially the Japanese with their Jomon ancestry. If you look into any of their art tutorials and resources, you'll actually realize they base their characters off their own anatomy. If you've seen enough, you'll realize that a lot of less deformed anime characters are actually proportionally similar to Japanese and not gaijin. They'll even put effort in on gaijin characters sometimes to make them look more so. Shinobu is a good example, I swear they give her an accurate bigger nose in some scenes. They also may make westerners more pink sometimes (representing how our skin color is more affected by our red muscle layer than yellow fat layer).
