Why is Malta always lagging behind with those kind of initiative?

I know they haven't a lot of people and that in the grands scheme of thing it doesn't matter so much, but that doesn't mean they can't their own threshold.

Anyway, from all the countries that haven't reached their threshold yet, it's Italy that is still the biggest player, followed by Greece and the Czech Republic (Hungary is almost there)
