Gamefreak recently put out a trailer for something that resembled a real video game. Which means they could actually make non slop if they didn't want to, they just know pokemon fans will gobble up the low effort garbage.
I'm not sure if sonic team has the ability to actually make non slop, I don't think its a deliberate choice like with gamefreak.
