If we're talking about Pelinal specifically he only ever kills for one reason: To "correct" errors of worship. He basically kills anyone who tries to bring any religion older than the world onto the world.
Past that: Nirn is the Mortal Plane(t). The Arena. It is the only place Death and Mortality truly exist. Mortals dying functionally strengthens Nirn, which is probably the closest thing to a reason why all the Shezzarines are so bloodthirsty. To your point - Alot of them probably were just having fun.
The True Velothi Way that all Dunmer (should) follow understands this. Velothi Religion venerates adversity as a purifying force for mind/body/spirit. Fail to live up to the standards of the Mortal Plane and you die - Better luck next time. You are correct in that the Great Houses of the Dunmer cling to their power and accomplishments which insulate them from this purifying force and make them more closely resemble the Altmeri Culture that the Prophet Veloth abandoned. Vivec's Tribunal Temple was an attempt to preserve the important bits of Velothi Ideology so the Dunmer would not lose the practices that made them strong as the power of the Dunmer grew beyond the old threats that the world could throw at them. The Temple (and the Tribunal) was always doomed to fail, but so is everything on the Mortal Plane. That it existed IN SPITE of the challenges of the "testing ground" is what's important.
