No, the Arashi armor that shows up in Hibiki was not actually secretly the original suit for the original production. Takatera himself has mentioned on Kaiju Radio said it's based on the concept art but the suit itself was never made in preproduction, and while he wasn't privvy to the events of what was happening in the early retool stages, he suspects they were going through concept art and thought it was cool.
