I'm referring more to the Duel Phase than the Field Phase. I feel the reason it feels different is the range in which the fights take place. The moves feel like a toned-down anime fighter, where attacks are massive compared to the characters' hit boxes, and the characters are highly mobile. However, these moves are pretty moderate compared to the distance of the fights. Mid-range in Pokken seems to be around full screen in most other fighting games, and once again, characters are pretty mobile, making the neutral game feel very different. And unlike other anime fighters, there isn't a massive focus on long combos and block strings.
