My own speculation is that chemical and germ warfare is seen by most af more reprehensible than nukes.

A nuke is "just" a massive explosion, with surprisingly little fallout. It would still invite massive military retaliation if a rogue state used it on a military target, but chemical and germ warfare would get get the entire world up in arms, as civilians across the Western world would call for absolute destruction of the perpetrators.

But that is just my theory.
