Looking back at this and I'm still 100% on it being a hint about masked guy's backstory since it's being brought up in the volume he's introduced in and it has that similar style of speech. I'm guessing that he's basically a "what if Theo who didn't get the lucky meeting with Sedona that led to him being accepted by the village and grew increasingly bitter as a result" sort of character.
