Rosa is very bad early on, she scales super hard though, I wouldn't recommend her as a first SSR, the reason she is bad at low levels and good at high levels is because she NEEDS lattice's to access most of her damage, the tier-list anon linked rates units by how good they are at max level, max skills and their most optimal gear, Rosa is amazing but only when properly leveled and geared, otherwise she's meh.

You need to save her ult, use it to finish off a nearly dead enemy, a properly geared and leveled Rilmocha will one-shot the entire wave because the secondary explosion does double damage if the single target damage kills.
