I want a superhero game that's kind of like Xcom, but you get to create your heroes.

Then gameplay is responding to various emergencies and crimes happening around the city/country that pop up, sending squad of heroes drawn from the larger team out to stop them in tactical gameplay kind of like Xcom.
There would be a higher gameplay level beyond that where you earn prestige from your heroic actions and improve the Super HQ which provides benefits, probably as you improve the team's prestige it leads to you encountering more dangerous villains/criminal organisations to stop.
