Commieblock refers to what Russian called Khrushchevka, the sort of housing that was actually build in mass with standardized floor plan and construction methods in the soviet bloc from 1950 to 1980 (so everything between Warsaw and Vladivostok was mostly made of the same four grey drab buildings with loosy standards repeated indefinitely).
In fact they were typically not very tall because commies couldn't afford putting elevators in residential buildings. Only in a few frozen mining towns with energy saving consideration did they bother building tall ones (with even worse standards of confort).
